Is it possible to hire an employee without a contract?

No. The fine for hiring one employee without a contract is 50 minimum wages (the minimum wage is AMD 68,000 / 115$). If you repeat this violation within a year, you will have to pay 100 minimum wages for each employee working under the black scheme.
